Votor

Votor came down from a city beyond the next ridge in the second week of last winter, carrying a sealed book and a small team of officiants. The book uses a notation system she calls BLS — the Brevity-Length Signature — which compresses many signatures into a single mark.

She speaks slowly and only when necessary. She has never been observed making a small mistake or a small claim. She is unmarried, takes her meals alone, and has refused three invitations to Jito's parlor without giving a reason.

The old guard call her the Officiant. The new guard call her the Architect. She has never corrected either.

Her arrival is the inciting incident of the season.
